Productivity Certification Body of Bangladesh National Productivity Organisation (NPO) Ministry of Industries Shilpa Bhaban (1st Floor), 91, Motijheel Commercial Area, Dhaka-1000, Bangladesh Bangladesh Establish the Productivity Certification Body of Bangladesh (PCBB), a National Initiative for Certification of Productivity Specialist.
PCBB is a certification body operating under the National Productivity Organization (NPO). NPO is the sole Government body undertaking productivity and quality initiatives in Bangladesh. NPO is working under the Ministry of Industries as Liaison Office of the Asian Productivity Organization (APO), Japan.
PCBB provides certification of competent Person in Productivity services on a non-discriminatory basis and compliance to the APO-AB 1003: 2020, Issue 4, General Requirements for Certification Bodies and Certification of Person Scheme and Certification Scheme APO-PS 101:2023, Requirements for Productivity Specialists, by the Asian Productivity Organization (APO.
Certification decisions are taken impartially and collectively by the PCBB/ Technical Working Panels (TWPs) and monitored by the Certification Council, the highest management in PCBB consisting of representatives from various industries and government agencies.
Certified Productivity Specialist
The Productivity Specialist Certification Program is designed to recognize individuals highly skilled in the application of productivity solutions, encompassing activities like consultancy, training, promotion, and research.
Roles and responsibilities
In general, the job responsibilities of productivity specialists may include but are not limited to the following:
- Defining the scope of project assignments and details of productivity problems of client organizations.
- Performing diagnosis of client organizations, identifying productivity problems, recommending appropriate productivity solutions, and then assisting in planning, executing, and sustaining recommended productivity solutions.
- Conducting research on productivity concepts and measurement or improvement techniques, developing improvement methodologies, and publishing articles related to productivity.
- Developing promotional and training programs and materials, giving presentations and conducting training sessions to disseminate productivity knowledge and skills among client organizations to increase capabilities and transfer skills.
- Providing effective, efficient, sustainable productivity solutions found on basic, universally accepted principles.
- Undertaking continuous learning and professional development to ensure contextual awareness, acquire knowledge of the latest productivity techniques and technologies, and sharpen skills to better serve clients.
- Facilitating sustainable productivity solutions implemented ethically and fairly while achieving the intended outcomes.

3 Tiers of Certification
The PCBB offers 3 Tiers of Productivity Specialists Certification:
Tier 1: Certified Productivity Specialist (CPS)
This certification is designed for individuals who have acquired foundational knowledge and skills in productivity improvement. Certified Productivity Specialists are expected to apply established productivity tools and techniques in organizational settings and support productivity projects under supervision. This tier targets entry-level professionals working in National Productivity Organizations (NPOs), government agencies, or industries.
Tier 2: Certified Senior Productivity Specialist (CSPS)
The Senior Productivity Specialist certification is aimed at experienced professionals who can independently design and implement productivity-related projects. CSPS holders can conduct productivity assessments, providing advisory services, and leading teams. They contribute significantly to institutional productivity development and capacity-building initiatives.
Tier 3: Certified Master Productivity Specialist (CMPS)
This highest-level certification is awarded to experts who have demonstrated excellence in productivity promotion, policy development, and institutional strengthening. CMPS holders are considered thought leaders and play key roles in national and regional productivity strategies. They mentor lower-tier specialists and contribute to developing new models and frameworks for productivity enhancement.
Mark of Distinction
PCBB Certified Persons may make use of PCBB certification marks for 3 years to demonstrate their competence and professionalism.
Impartiality and Confidentiality Policy
PCBB is committed to impartiality in its certification activities and provides an opportunity for effective involvement by interested parties in safeguarding impartiality through the Certification Council. PCBB shall uphold responsibility for the impartiality of its certification activities and not outsource certification decisions. All PCBB personnel, partners and committees shall act objectively, and shall not allow commercial, financial, or other pressures to compromise impartiality. All examiners shall not take part in an examination/assessment activity if they have been involved in the training of a candidate within a period of two years.
PCBB’s activities shall not be marketed or offered as a product linked with other activities like consultancy, training, promotion or research activities of the NPO. PCBB shall assess its risk of impartiality through regular Risk Assessments and take appropriate actions (if required) to respond to any threats to its impartiality that may arise from the actions of its personnel, committees, panels, and PCBB.
All PCBB personnel, partners, and committees shall undertake to keep confidential all information obtained or created during the execution of the certification activities, except as required by law or authorized by the applicant, candidate, or certified person.

Re-Certification Process
CPS Preparatory Course
PCBB has introduced the CPS Preparatory Course for interested parties as a pre-requisite to certification. The aim of this course is to equip the candidate with knowledge on essential productivity solution topics promoted by PCBB and requirements specified in the APO-PS 101:2023 Standard to allow them to prepare for the CPS Written Examination. PCBB has worked with training partners for the conduct of this course. Please contact the PCBB Secretariat for details of training partners for the CPS Preparatory Course.
CPS Written Examination
The CPS Written Examination is a prerequisite for applicants for the Certified Productivity Specialist scheme. The examination is designed to assess the knowledge and competency of candidates on the requirements of APO-PS 101: 2023 standard and strategic productivity improvement solutions. The examination duration is 2.5 hours, and the passing marks is 70. Contents of the examination include:

Applicants or Certified Persons may appeal against the certification decisions of PCBB by writing in with the nature of appeal and submit together with the appeal fees to:abedanpo@gmail.com.
Suspension and Withdrawal
Upon receiving a complaint or feedback on inappropriate, undesired behavior or performance of a certified person, it will be independently investigated and a fair resolution determined by the PCBB. If a certified person is found to have infringed on any laws and regulations or not to have complied with the Code of Professional Conduct under this scheme, actions including warnings, suspensions, and withdrawals of certification may be taken according to APO-PS 101:2023 standard.
